I live on Thornapple River Drive — about 800 feet from the Mosaic Properties site. Can someone explain what 75 decibels 24/7 actually sounds like at the property line? That's roughly a running vacuum cleaner. Forever. While my kids sleep. The township not having noise standards before this application came in is the actual scandal here.

On the noise question: an air-cooled data center at 75 dB measured at 100 feet is roughly equivalent to a nearby highway — continuous, not intermittent. Cascade's draft ordinance is targeting 65 dB daytime and 55 dB nighttime at the property line. The critical detail is how "at the property line" applies to a 200-acre site with multiple cooling tower installations.

The moratorium was the right call — but only if the Planning Commission actually writes teeth into the ordinance. Three things matter: noise measured at the property line not at the equipment, a binding water recycling rate with real penalties, and independent monitoring. Not self-reporting. If those three things are in the final ordinance, Cascade will have written the best local data center standard in Michigan. If they're not, the moratorium bought nothing.

Cascade already got the $215M Mosaic project delayed by six months. How many other developers are going to invest in Michigan site prep just to watch a township pause review after they've spent millions? The state recruited Mosaic. The Governor's office and MEDC were involved in the site selection. Then the township gets the application and calls a moratorium. That's regulatory bait-and-switch.

Stepping back from Cascade specifically: Michigan has zero statewide data center zoning standards. EGLE is developing water guidance but nothing binding exists. Every township is making this up as they go. The moratorium bought Cascade time to do what the state should have done two years ago. That's not a failure — that's a township filling a vacuum that Lansing left.
